Master Plan

On behalf of the Town of Collingwood, we sincerely thank everyone who contributed to the development of the Tourism Master Plan. Your insights, collaboration, and commitment have been invaluable in shaping a plan that reflects our shared vision for a vibrant, sustainable, and inclusive tourism future.

This evidence-based and actionable plan will help us support the tourism industry in ways that enhance the experience for both visitors and residents, create meaningful employment, and strengthen our local economy in the coming years. The Town’s Economic Development team, looks forward to working together with the stakeholders to bring this plan to life and ensure Collingwood continues to thrive as a premier tourist destination.

Tourism Master Plan Status 

This overview highlights priority Tourism Master Plan actions and their status as we continue moving from strategy to implementation.

A. Management: The planning and organization, communication and decision-making, monitoring and evaluation of tourism and tourism-related matters

A1.1 - Confirm roles, responsibilities and decision making processes for tourism management, development and marketing – In Progress

Council enacted and passed By-Law 2025-031 on April 14, 2025 to establish a Municipal Services Corporation as the Eligible Tourism Entity (ETE) responsible for enhancing the promotion of tourism, supporting the development and management of tourism initiatives, and improving the tourism experience within the Town.

The Interim Board of Tourism Collingwood was appointed on July 28, 2025 and was provided an 18-month maximum mandate to prepare and formalize the ETE’s foundational documents and to recruit an Operating Board. Recruitment for the Tourism Collingwood Operating Board is ongoing in Q3 2026 and the ETE is expected to be operational in Q4 2026.

A1.2 - Develop a Tourism Master Plan implementation tracker and process for monitoring progress - Complete, Implementation Phase

Bannikin created a template for an annual implementation tracker to be maintained by Town staff to monitor the progress of initiatives over time, and support reporting progress back to Council and the community. Progress of initiatives is being updated on this platform, in addition to annual reports and operational updates to Council.

A1.3 – Establish a mechanism for the Town of Collingwood to gather input, insight, and feedback on Tourism Master Plan implementation matters from key stakeholders - Ongoing

The Mayor’s Economic Development Roundtable hosted on June 11, 2026 focused on updates on the implementation progress of the Tourism Master Plan, establishment of Tourism Collingwood, and the MAT program to date, and seek feedback from key stakeholders on a number of tourism topics. A1.4 – Create and implement a financially sustainable revenue model for executing Tourism Master Plan strategies - Complete

Council enacted and passed By-Law 2024-085 on December 16, 2024 to establish a Municipal Accommodation Tax (MAT). Of the MAT revenue collected, at least 50% of revenues are to be transferred to Tourism Collingwood to support their mandate, while the remaining municipal portion of the MAT revenues are primarily intended to be used to support the tourism industry, including the implementation of the initiatives identified in the Tourism Master Plan.

The Town also successfully secured over $50,000 in grant funding from Regional Tourism Organization 7 and Tourism Simcoe County to support the implementation of the Tourism Master Plan in 2025 and 2026.

A3.1 – Create and maintain a contact database of tourism stakeholders within and outside of Collingwood - Complete, Implementation Phase

A3.2 - Develop and implement a communications plan for sharing Tourism Master Plan and tourism related updates with stakeholders - Complete, Implementation Phase

B. Development: The targeted investment of time, energy, and resources into projects that will build upon the destination and improve the visitor experience.

B1.1 - Create and maintain an inventory of tangible and intangible local and regional tourism assets - Complete, Ongoing

Completed by Bannikin, the Tourism Asset Inventory & Market Readiness Report identifies 358 tourism assets across eight (8) categories, and key opportunities within each category. The majority of assets identified are within Culture and Entertainment (28%), Food and Beverage (25%), and Nature Based (19%). Based on the findings of the tourism asset inventory and market readiness review, the report makes a number of recommendations for tourism product development and investment, tourism marketing, and tourism market readiness. The asset inventory in combination with the market intelligence gap analysis (initiative B1.2) have already proven valuable in informing tourism product development opportunities that are most likely to be successful in Collingwood (initiative B2.1)

It is anticipated that the Town and Tourism Collingwood, along with industry partners, will implement the recommendations of the report.

B1.2 – Identify gaps in market intelligence and undertake research to fill these gaps - Complete

Bannikin undertook research using Environics Analytics (EA) through Tourism Simcoe County and Regional Tourism Organization 7 (RTO7) to summarize and identify trends in visitation to Collingwood. The Collingwood Visitor Insights Summary Report provides information on how many people are visiting and from where, as well as profiles of who is visiting at above average rates and identify Collingwood’s target groups for visitation. The intent of identifying target groups is to provide insights into likely activity preferences, type of media consumed (i.e. print, television, radio, etc.) and amount of media consumed (i.e. minutes per day, hours per week, etc.), social network preferences (i.e. Facebook, TikTok, LinkedIn), and lifestyle characteristics to inform how the Town and tourism stakeholders can strategically approach tourism promotion, marketing, and product development decisions.

B1.3 - Stay on top of relevant tourism research, including attending select tourism conferences. - Complete, Ongoing

Bannikin undertook baseline research on behalf of the Town in 2025 including attending the 2025 Ontario Tourism Summit and researching and reviewing relevant publications and other key data sources. This information has been consolidated into a Tourism Research Initiative Report and includes recommendations to guide sharing knowledge and resources with key audiences and a system and process for staff to stay informed.

In 2026 staff attended the annual Tourism Mini Conference hosted annually since 2021 by the Town operated South Georgian Bay Small Business Enterprise Centre, and Community Futures South Georgian Bay. The Tourism Mini Conference also furthers TMP Initiatives B2.4: collaborate with others to deliver tourism-specific training and supports to industry, and B2.5: host an annual networking event to foster collaboration.

B2.1 – Identify and access tourism product development opportunities, including collaboration opportunities - Complete

Using the findings of initiatives B1.1: Asset Inventory, B1.2: Market Research, and B1.3: Tourism Research, specifically trends, Bannikin, with the support of Town staff, identified six high-potential tourism products for investment consideration under the Tourism Product Opportunity Profiles. Each of the six (6) opportunity profiles identify the target group for the product, existing assets to leverage, required assets, potential leads or co-creators, and anticipated steps and costs to developing the product. It is noted that some of these products exist in some form within the community today, including self-guided heritage walking tours, guided tours through the Museum, and Cycle Simcoe and Ontario by Bike cycling routes connected to Collingwood.  However, there are opportunities to enhance these offerings through modest investment and/or promotion rather than creating new products.

B2.4 - Collaborate with others to deliver toruism-specific training and supports to industry - Complete, Ongoing

As part of the 2025 Work Plan, Bannikin delivered a Tourism Training and Supports Plan which provides proposed training topics, objectives, and rationale, as well as a listing of existing organizations and training resources. The purpose of this initiative is to avoid the duplication of effort across organizations, while increasing the industry capacity to meet the needs of visitors.

Accessibility Basics and Marketing was identified as a training topic, noting that the Market Readiness Review conducted through initiative B1.1 showed that 17 of 25 businesses sampled do not mention accessibility in their online content, representing a gap in visitor planning resources. Additionally, initiative B3.1 calls for the creation of an accessibility toolkit. In collaboration with the Town’s Accessibility Coordinator, the Accessibility Advisory Committee, and Breaking Down Barriers, a registered charity and Independent Living Resource Centre located in Collingwood, staff are planning a training workshop in Q4 2026 to provide an overview of what accessibility is, how accessibility information impacts visitor’s decision making, and provide a checklist of tangible low-resource high-impact interventions to improve the accessibility of local destinations.

What is a Municipal Accommodation Tax?

The Town of Collingwood passed a by-law, Town of Collingwood Bylaw 2024-085 Municipal Accommodation Tax, to implement a mandatory Municipal Accommodation Tax (MAT), effective March 1, 2025, in accordance with provincial legislation. According to the by-law, the accommodators are required to charge the Municipal Accommodation Tax of 4% (plus HST) on the room rate for your short-term stay of 28 days or less. Other services, including meeting room rentals, parking, food and beverage, room services, internet and phone charges, etc., are excluded from the MAT. When was the MAT implemented?

On December 2, 2024, Council approved Staff Report 2024-32 to implement a Municipal Accommodation Tax.

What happens with the funds generated through the MAT?

60% of the revenue collected from MAT will be allocated to the Eligible Tourism Entity and 40% to the Town, with both reinvesting these funds into strategic initiatives that advance tourism in Collingwood.

How to report on MAT?

The Ontario Restaurant Hotel & Motel Association (ORHMA) is responsible for the collection of MAT. Submit your MAT report through their portal: https://collingwood.orhma.com/

What is the Town's Eligible Tourism Entity?

In August 2025, Tourism Collingwood was incorporated as a Municipal Services Corporation, designated as the Town of Collingwood’s Eligible Tourism Entity. Tourism Collingwood’s Interim Board, appointed by Council on July 28, 2025, includes Mayor Hamlin, 3 Town staff, and 3 industry representatives selected through a public call for applicants. The Interim Board is responsible for reviewing and approving the Corporation’s foundational documents, including by-laws and agreements, and for providing the oversight and key decisions required to bring the organization into full operation. In accordance with By-law 2025-031, the Interim Board has up to 18 months to complete its mandate. MAT funds designated for Tourism Collingwood are currently being held by the Town until the Corporation becomes fully operational.
